I-4 ULTIMATE - OWNER'S REPRESENTATIVE ROLE
The I-4 Ultimate project is a massive reconstruction of Interstate 4 for 21 miles through the heart of Orlando. The project is estimated to cost about $2.3 billion dollars and this corridor will be owned, operated, and maintained by the winning Concessionaire, I-4 Mobility Partners for a 40 year term in a public-private partnership with the Department.
Construction will include the addition of two express lanes (variable pricing) in each direction, complete reconstruction of 15 major interchanges, and a rebuilding of general use and auxiliary lanes along with miles of new sound walls, and all new ancillary structures. Work on about 150 bridges is also anticipated – including new structures, bridge replacements and a handful of widenings.
RS&H’s role during the procurement process was that of Owner’s Representative for the District. Specific responsibilities for the structure’s lead (myself included) entailed reviewing previous BDRs prepared by others, updating cost estimates based on current day costs and design changes, originating innovative interchange/bridge designs, providing risk assessments, RFP hardscapes and structures development, attendance in meetings with Proposers, and review of technical proposals. RS&H is also scheduled to be the Owner’s Representative during the five year construction period.
